The system did not refuse immediately.
That was the first thing everyone got wrong.
It accepted the request.
It logged the request.
It assigned the request a tracking number, routed it through the proper review queue, attached the applicable authorities, identified the approving official, cross-referenced the funding source, and confirmed that the requested action was not prohibited by any rule then visible to the requesting office.
Only after completing those steps did it decline to proceed.
The message was six words long:
Authority insufficient for irreversible human consequence.
At first, no one knew what that meant.
Then someone asked the system to explain itself.
That was the second mistake.
